Retry failed Master Image version publish

Retries the latest failed publish job for the specified version by creating a new background job
with the same parameters. Use this instead of POST publish when recovering a failed version row.

400Bad request. Version is not eligible for publish retry.

401Unauthorized. User is not authenticated.

402Payment required. No active license for the organization.

403Forbidden. User does not have manage settings permissions.

404Not found. The specified Master Image or version does not exist.

409Conflict. An active retry is already in progress for this version.

500Internal server error.

503Service unavailable. License status could not be verified. Try again later.
